I would think it'd be treated the same as personal housing, with the one who made the purchase getting the refund, but probably better to wait for an official clarification.
FC houses don't belong to a person, they belong to the company as a whole. Although the FC has a leader if the leader is absent for 35 days it automatically changes to someone else. You also have to leave an FC to do a world transfer and since they've said nothing about FC houses being refunded it sounds like there won't be any FC housing refunds.
There's way too much potential for abuse, an FC leader could just take the house away from everyone even though the rest of the FC might still be there. Technically they can still do that now, but they wouldn't be able to get a refund.
The last time they did free transfers with refunds/increased Gil cap was when they opened Omega/Louisoix (2 years ago) and you couldn't move FC houses back then either so it sounds like tihs'll work exactly the same as it did back then.
Edit: If you're all moving the best I can suggest would be to pick up all furniture, leave an alt in charge of the FC/leader of it, wait until SE turn demolition back on for the NA worlds, wait a further 45 days without going inside and then pick up 80% of the money that was paid for it. Then transfer that alt to the world you all went to.
Unfortunately you'd have to pay for that transfer and you'd also have to create retainers to have enough room to carry all the gil across, but it would be probably better than nothing?

No, since before you can transfer a character that character has to leave any FC they are a member of.
You can sell the company with its house to someone else, you should be able to get back what you spent easily.
