Give the possible Eureka 5.X its own weapon, and separate Relic from it

Personally, I'd be on the boat of chosing. I absolutely hated the old form or relic farming but enjoyed this way much more. I only completed a single hw weapon and got arr weapon about 3/4ths done. I've always disliked dungeon farming. If I can get everything from the new eureka zones for myself while others can also having the mats be gathered outside of eureka in other methods, im fine.

Do away with the rng substats while they are at it. I am cool with either 5 meld slots or we manually assign the substats again like in 3.x. Hell maybe even both idk just please no rng ty.

As long as I can target a certain substat I'm fine. I hate when I have it close to the stats I want and then suddenly +240 spellspeed on a rdm weapon and now it won't roll off.
