The very simplest basic solution would have been to make this its own 56-man instance that people can queue with solo or with their friends in premades. A very loose summary basic example of the flow (in three steps) might have been this:

• Step 1 - Get to 60 and finish the initial story line with Krile
• Step 2 - Fighting other FATES in Hydatos then gives additional key items or even temp items that can be used for assisting in the fights against AV, Ozma, Raiden etc. This gives players an incentive to continue participating in FATES
• Step 3 - Fight Ovni, achieve gold rating and receive the main key item which grants you ability to queue up for the instance rather than use portals. This helps eliminates the trolls who snipe the portals.

Rinse repeat steps two and three to gradually obtain more fragments, cloths, or obtaining your minion / mount drops to your heart's content. Real simple.
