weekly lockouts save people from themselves and burning through content. if there were no lockouts everything would be done immediately by the hardcore people right away and then they would never come back until next patch. then the game would just be filled with the filthy casual who can't do anything.

Weekly lockouts do not stop people from burning through content. People frequently burn through all four Savage contents raids on the day of release and that has not changed because of weekly limits. Raid groups tend to go through all the bosses in less than two hours a week. If you want to argue about Johnny casual, Johnny casual never plays Savage at all meaning the weekly limit isn't something that's going to even affect them. In fact, removing caps altogether would help them even more since they don't have to try to login every week to make sure they hit their caps.
Heck, you could even make it so that Savage drops are like the other raids rather than clear based. They could also join different raid groups rather than be stuck with one. You would even be better off letting them set their own pace so it is okay if they don't hit the cap one week. There are so many ways to make it better than the way it is now.
There are many raid groups who get through all four Savage raids within the first week and the amount of time it takes them will only get shorter with each week that passes due to having progressively better gear. Eventually, they reach a point in which two hours is more than enough to clear all of them.

and those are the people that just go off to play other games and just raid log. the point is - if people get stuff faster - they leave faster. they think they're done and just might not come back at all. pretty certain that's not what the devs want.

I'd almost buy that if almost everything didn't have some sort of lockout weekly on it. If someone wants to spend all of their time in Savage, let them. Same with other lockouts. You want to do 10 WT books a day? That's not how you maintain an MMO business model though. sounds like a "You" problem.
This. We pay for this game let us have fun. nothing is won from ppl logging 2 hours a week to cap and then do other stuff >_>
At least let give us lockouts for DPS/Heals/Tanks each.
