This is merely a guess, but does your retainer fulfill this requirement?
- To swap a retainer to a job with a base class, the retainer must reach level 30 with the associated class.
- To swap a retainer to a job without a base class, the retainer must reach level 50 with any DoW/DoM class.

This means that you can't take a DoL retainer and instantly change them into a job.

If you are simply looking to change a retainer's CLASS, then you want the "Reset retainer class" option.

it will most likely go back to Lv 1, that's how it works.

It won't stay at level 70. I also don't believe this information is retained. So if you change the retainers class, and want to change back you're SoL. It would very likely be in your best interest to purchase another retainer unless your current retainer brings little value to you, but this is difficult to fathom if the retainer is level 70 and geared.

If you change a retainer class/job their level is reset to 1. Retainers can only know one class/job at a time.
