The WoL opposing the Empire is not creating peace, even if it's for the greater good.
Comments like this go against the balance either way. Sad reality is that the things keeping the world as they are for us is the presence of both light/dark/peace/chaos with enough balance that they can keep opposing eachother.

As was aptly showcased in the Black Rose cutscene, Varis was outraged at the concept that not only do Ascians pull the Empire strings, but the Empire itself is also not exempt from the purpose of its own existence - ie. Just because the Empire is a convenient tool to spread chaos for the Ascians doesn't mean the Ascians prevent said tool from also being hit by its own stick. The Empire (as it stands) is a convenient means of maintaining consistent chaos-potential, not excluding itself. As such, while the goals of the Empire/Ascians/Varis are somewhat aligned for the most part, they do not all serve the same purpose or have the same agenda entirely.

Now, let's assume for a moment that Varis gutted the Ascians from the Empire and managed to grind Eorzea over time into one unified group via total conquering victory. To get such a result would no doubt be extremely chaotic and for quite a long period, but said end-result goes completely against the point of the "Ascian" Empire, considering the fact that while it is not a pleasant idea, it would (eventually) cause less chaos via control and eventual unification.

So long as the Empire is kept under the Ascian boot, I fully expect to see Varis betray Solus/Elidibus at his earliest convenience. Until then, do not make the mistake of believing that everything about Varis/Empire/Ascians/Chaos aligns fully. The Ascians created/use the Empire 'for chaos', which serves their needs. The Empire itself clearly has a distaste for this, as well as Varis own agenda for perfect-master-race, which also does not entirely go in-line with the Ascians desire to have Zodiark litterally eat Hydie and become the last remaining crysta-prima. Varis does not like the wanton loss of his people, less so for purely Ascian goals, and is somewhat pro-human.
