Trading in dungeon loot for GC seals

I'm a level 30 Private Second Class in the Serpent's GC and I have a lot of dungeon loot that I don't need. Heard you could trade it in for GC seals at the Personnel Officer. Do you need to be a certain rank within your GC in order to get the option to do this? I can't seem to find out how to do it. I have a lot of unique items to trade in.

You need the rank of Seargent Second Class.
So doing your GC Hunting Log should help with GC seals a bit for the promotions, also you need to clear the first anyways to get a promotion beyond Corporal.
