You are protecting someone from most damage and effects, it's got to have a weakness somewhere. It's ok as it is really.
I can't tell you how many times I've gone to cover the healer and they are halfway across the room, where they should be mind you, and cover not going off at all.
Make a macro for it asking the targeted player to get closer when you use it. Other players usually can't predict what you are intending to do, so increased range wouldn't fix that honestly. Fighting with a DRG to keep in range of Dragon Sight is always fun as well...
I wouldn't mind it. There have been plenty of times I've wanted to throw it on a healer but they're out of range and I'd have to run around and move the boss or something.
I don't play tank much but isn't cover design mostly to be use on the MT when you are off-tanking ?
10y is long enough. I wouldn't ask for range, no. There have been many situations where I save someone from one thing then when I try to move away to get out of range not to take damage I end up taking it anyways.
If they are meant to be covered and they don't move closer to you, it's on them. People shouldn't stand at max range in the first place. It makes AOE healing less efficient and/or miss important buffs like AoE balance, Battle Litany/Voice, etc.
Not really. Cover is "designed" to take damage instead of someone else. Not necessarily MT/OT thing. What players do with it is just up to them.
For example: You can always cover the healer/DPS that takes the HP down debuff in O11S so you, as a tank, not have the HP down. You can take 2 hits of Atomic Ray easily, even without the 20% reduction from Cover.
In O12S, I don't bother getting second on enmity all the time if it can cause aggro bouncing between me and my co-tank, so I just wait for Target Analysis to target whoever and I cover them to take their beam safely after they take the magic vulnerability.
List can go on.
The range of cover is perfectly fine as it is, and 9 times out of 10, you never really NEED to cover a healer, mostly you will use it on a certain tank busters, just to ease CD management, or to optimize a mechanic such as o11s for example, where you have BRD/MCH take the tether and then cover them so they don't die to the AoE following due to health penalty.
In regards healers positioning, halfway across the arena, inside the hitbox of the boss or somewhere in between, is all fight dependent not a where they should be. The correct positioning is where they can effectively heal and dps, or where a mechanic requires them to stand.

I think the short range is because the ability is meant to represent literally covering someone with your shield. In fact if I recall correctly modern cover evolved from an old 1.0 ability where you literally had to stand in front of the target you were covering.
This is a problem with the healer and not a problem with Cover. If a healer is getting hit by something that isn't a mechanic specifically designed to hit healers, the healer should be running to the tank and not away. And if the healer is getting hit by something that is specifically designed and intended to hit healers, Cover is a luxury and not a necessity.
