When are congested worlds "reviewed" to be opened?

I'm inclined to believe they've resolved to just leave it closed until the server shuffle at least. Possibly until 5.0.

I know quite a few jimmies have been rustled in the raiding community about it, particularly on Balmung, so with the move to Crystal, I can see a lot of people jumping ship to other servers on Aether. Hell, I'm 99% sure most of my FC is, I've already been working with some of their alts to get a foundation laid down on Midgard.

When Serverpocalypse 2019 happens, I anticipate a noticeable dip in Balmung's population, at which point they might take it off congested status.

Unfortunately, despite nearly every potential excuse being wiped away with the connected world system, I'm almost positive Balmung players will find something to reinforce their insistence on staying put.
