Inb4 it's release and a bunch of people go:

Insofar the only reason I can see NG+ Sucking would be having to do the 500 Quests Gauntlet at the end of ARR Content.
There's highly likely to be a special reward as an incentive to go through it all again. Perhaps a mount, title or minion. No matter what it might be a lot of people will push through it solely for the bragging rights.
I wouldn't be surprised if in the Nier raids, rerunning them unlocks some extra boss dialog you can't understand the first time around or something. Or if an NPC like the dramaturge gives some lore that recontextualizes some things.
As for new game + I don't think there will be any differences. The point of it is to allow people to replay the msq, job stories etc without having to make a new character. Changing the story would be basically making people replay the msq to see new content. That effort would be better spent on the new msq rather than throwing in retcons or additional info into reruns of the msq.
I doubt there will be rewards for it either. Maybe an achievement but it seems kind of silly to put a mount or reward behind it.
I'm not expecting any reward out of it, especially if (hypothetical-if) we get the actual quest rewards over again.
It's certainly a novelty, and i believe the wider audience will love the experience.
But it is fun to speculate, and perhaps theorize on what they could do to have fun with New Game+
One example is what time-travel tends to do in most Time-travel stories- alternate realities/parallel universes:
Instead of your character just reliving the past stories events; a second -stronger; more seasoned version of yourself enters into that past, and passively experiences what had already transpired, and perhaps being able to participate in story events without disrupting the timeline.
Or perhaps being able to see events that happened off-screen that were never shown but were always implied or illustrated via story dialogue.
These things would of course never (probably) happen with the development of the NG+ system, but there are so many neat interesting things they could do if they made the choice to invest more heavily.

Or it could be completey tied to the story where you navigate in the 1st shard as another timeline (as in Radiant Historia).
some players might want to redo story with a newer race or something without making a whole new alt
maybe some arr players that swap to au ra might want to do it again from the start or maybe even new viera might do the same
personally would like to know how much is redone and stays in ng+ for certain know gear and levels
