Grouping with other players is not the only way to have an impact on them. When you converge with other players on a particular target/objective, that's online multiplayer. When you buy and sell goods through the market board or direct trading, that's online multiplayer. When you use the MSQ/lore of the game as a launching pad for roleplaying with other players, that's online multiplayer. When you play minigames with/against other players, that's online multiplayer.

But hell, even if someone's favourite type of content features is almost or entirely devoid of interaction with other players, so what? That an MMO provides many and varied ways of playing with and/or against other players is one lure, but so is the ever-expanding nature of the content, the enjoyment of having a character that changes and progresses over *really* long spans of time compared to other games, etc. Nowhere is written on high that all content must be group content, and anything else is an offence to the divine MMOverlord.

In the context of BLU specifically: There would have been nothing wrong with making BLU a solo job (as was advertised). I, and many others, would have enjoyed that. Of course, it's likely that an even greater number of people would have enjoyed it if it were available for Duty Finder activities, but the problem is that it doesn't cater to either of these constituents at all.
