Constantly 'reserving server'

I'm a tad surprised. High Server loads? At the rear end of an expansion? Was the two new things that powerful of a lure to bring many people back?

The issue is that it's more than likely artificially high server load, do a player search in any city state without inputting any name into the search, you will see a ton of bots all registered for instances, that's the most likely cause.
