It is selfish though - no matter how much you like AV or how often you run it for fun, you clearly missed the point there. Those dungeons I mentioned were examples, that you happen to like them - good for you.

That doesnt change the fact that your proposed change would benefit one person while inconveniencing three other people (who now have to wait in the queue lonegr) and while putting more load on the system, that now not only needs to check your job and your level, but also wether or not the dungeon it could put you into right now is on your blacklist.

And trust me, I get not wanting to do the first three dungeons again, because it is indeed boring to play without your full rotation - but to me excluding Sastasha is even worse than excluding Aurum Vale, because excluding Sastasha means people dont get to do their very first dungeon and dont get to progress with their mainquest (and might rightfully quit the game over it right there). I know very well that you dont always end up with someone totally new to the game when the roulette puts you in Sastasha. But thats an important reason we have the roulette: That it can put us there, when needed.
Thats what your reward is for - to do something that you might not like, but that benefits other people. Something that benefits other people in the way they need right now, not in the way you'd be willing to offer yourself - and that might very well be Sastasha. Dont wanna do that? Dont get the reward. Fair and simple.

They Scale the XP gains based on the dungeon you queue into to make up for the lower XP of Sastasha vrs getting Something like Bardam's Mettle. It increases the Queuing pool so Matchmaking occurs faster.
