no. You need the product key. (or early access to start)
I contacted Customer Support about this a few minutes ago because I was also curious about it. I was told it would all be locked until Shadowbringers comes out.
It's a shame this is the case, I am a new player (couple days) with just the base game, would be interested in pre-ordering if I got immediate access to the already released DLC (Wanna get on that Samurai action lol)

There was a twitter post saying that Shadowbringers won't unlock previous xpacs till Shadowbringers launches. So they can play though ARR now and wait till July to continue or buy SB now and get HW with it.
IMO, SE should make all previous xpacs available with Shadowbringers 3 months before launch. It's over all a dumb move that they don't.
It's to prevent people from canceling Shadowbringers pre-order and get away with Heavensward and Stormblood for free.
And they can simply make it so if someone does that, they're banned until they pay the amount equal to the cost of each expansion charged at the price of the current expansion (so ShB is £30, so someone doing that would be banned until they've paid £90 for it). SE already do ban people for accidental chargebacks for example, no reason why they wouldn't do the same for this.
White Mage ~ Scholar ~ PaladinBoi if you got kicked for the same thing in over 20 duties I strongly suggest you think hard on whatever the hell it is you're doing
As I'm sure you are well aware, it takes more than one person to be able to kick a player from a duty, so in all those instances there were at least two people agreeing they'd be better off without you tanking.
