This is so true it hurts. I hate that in that dungeon, specially as melee.X does not work this way. I can hit X and still select players.
Also tangentially related, this is especially frustrating in the Ghimit Dark where all the NPC support you get following you through the dungeon is, for some reason, still targetable by pressing X even if you have your settings done in such a way as to only allow you to select enemies when you press X with your weapon drawn. Also, this game doesn't exist in XBox, so the A button point isn't needed.
I'm rather confused to hear people are having targeting issues. Sometimes on a gamepad I do experience pressing "X" or "A" (yup, xbox controllers are a usable thing), and it clicks a target no where near what I wanted, but then I press "O" or "B", and try again. 9/10 times, it works how I want the second time. This has been such an easy solution for me over the years, I never knew people were having a problem with the difficulty of pressing the button.X does not work this way. I can hit X and still select players.

I could see the issue if people changed the configuration...but I'm almost completely positive even with everything "targetable" "F12" "X" and "B" focus npc's and objects first, not players. Don't know what you've done to your settings, but sounds like it's something that is not helping you. Probably try going back to default, and see the joys you've been missing.
Issues with targeting in the newest dungeon? If you're on a gamepad, with L2/R2 held down, pressing L1/R1 will change targets (default, though you can change that). Dunno if it's because I've been a tank all my life, but it's become the norm to swap targets that way for so long that if I accidentally target something I don't want to, I simply grit my teeth and try my hardest to press the button again. It can be rough, but I've found that continuing to press buttons has led to a continuation of my life more times than I can count.
Sarcastic belittling aside, if people are having other targeting issues I'm happy to help, I am rather experienced on the topic.

This. It’s incredibly annoying lol.X does not work this way. I can hit X and still select players.

PC users that use controllers can opt for a PS4 or XBox controller, and set up an appropriate configuration that way. Not sure if an XBox controller would do the same thing a PS4 controller would with continuing to target things other than the thing that you want to target though—I use a PS4 controller on my PC.Also, this game doesn't exist in XBox, so the A button point isn't needed.

Can confirm that an Xbox and Steam controller would both do the same thing as the PS4 controller.PC users that use controllers can opt for a PS4 or XBox controller, and set up an appropriate configuration that way. F12 eh?
Holding X was the default key for me. Keyboard.

Thank you. XboX is a thing and yes X, A and F12 do in fact work. As the default anyway.
Thanks for another option.
Edited OP to reflect gamepad.
Its much more complicated than this. Just using someones name and correcting them is a ban-able offense.
Please just press F12, X or A, it works. I use them all the time.
I am a gamepad user, I do it all the time, it works just fine for me.
My brother also used an XboX controller when he played. I also temporarily used an XboX controller on my PC. There even is an ingame setting to change the Gamepad config to XboX or Playstation.
Also, as stated by AsbelLahnt, its possible to hold L2 and then press R1 to target enemies. Its also possible to hold R2 and press L1. Happy gaming.

If you use a mouse and keyboard, have your mouse hover over an NPC's name. It prioritizes the NPC over players. Was extremely useful for booking a wedding the first week it was made available. You can also turn off selecting PCs in Character Configuration -> Control Settings -> Target [or] Filters tabs as well as what gets selected for having a weapon drawn or sheathed.

Pressing X on PS4 prioritizes NPCs and monsters over PCs for me. As long as the NPC or monster model has loaded (which may take a while, in really crowded situations), a single click of X will immediately target it (or another monster or NPC in range), rather than any player character. However, once you've selected an NPC or monster, pressing left or right on the D-pad to change targets WILL include PCs - unless you have your weapon drawn. (I think that's the default, anyway.)
When doing MSQs soon after a patch, and I want to talk to the side NPCs around the quest NPC when there's a huge crowd of people, I'll often draw my weapon to target them more easily.
