Because the other servers don't start at zero.

If, let's say, 1000 players decide to go to Ragnarok, then Ragnarok will have exactly 1000 players. (Duh.) If 1000 players decide to go to, let's say, Sargatanas, then Sargatanas will have 1000 player, plus the remaining players from Saronia and Lindblum.

So Ragnarok probably really will have a rather small player base compared to the other servers - That's why SE let us know that they'll do something about it if it is too low. So I don't see any reason to panic about the numbers, even if they turn out to be on the low end. The comments of Ninetoe and Vackashken are vastly exaggerated either way.
