    World of Warcraft has been in decline and a lot of WoW refugees have been arriving here especially with the promotions SE has been putting out.

    I believe SE is trying to preserve the community and these rules are to prevent the game from turning toxic like WoW can be.

    I understand the reasoning, a simply think this will not accomplish their goal, and its unnecessary, as the FFXIV community does a pretty decent job of stopping toxicity on it's own. At least in my experience.
