Who knows? The devs seem to think it is popular based on what they have said. But here are some facts that I can say for certain based on dev information and community observation:
    - Eureka is not meant for everyone, and it was designed that way. Eureka is for the type of player that likes passive grinds and FFXIesque gameplay, and the mechanics and openness of gameplay reflect that. Not all of it is perfect, and it did get off to a rough start, but some of the complaints about Eureka could be compared to complaining about Ultimate because it is too hard. Which leads me onto:
    - Many of the complaints and negative comments are from players who do not actively play Eureka. How many comments do you see that say "I'm glad I didn't get passed anemos, Eureka is trash". Thats not feedback, thats a stigma as Haxxan said.

When we combine these two facts, its clear that the most vocal criticisms are from those that the content wasn't designed for.

So is it good content? It is to some people and not to others, it's as simple as that. I know is that I enjoy it, I know others who enjoy it, it presents some good systems I would love to see elsewhere and it is always active. Ultimately it doesn't matter what anyone's individual opinion is, because the metrics will tell the devs everything they need to know.

Of course I am not knocking on people that enjoy Eureka themselves. I personally enjoyed Anemos before being broken by Pagos and giving up. My issues with those metrics is that Eureka has too many things involved in it to say if the concept is enjoyable. If I want a relic skin for glamour, I'm stuck grinding and I'll be seen in those metrics without being consulted on if I enjoy what I'm doing or not. If I'm grinding for Absolute Virtue, nobody will make the difference if I enjoy the grind or if my grind is a means to an end. Also people that aren't actively playing Eureka also have valid feedback. Why aren't they playing it? What would they like to see changed to make it more appealing to them as well? These are questions SE should ask instead of relying on how many players zone into the damnable thing.
