Heavensward pops up 57 quests in more than just sea of clouds and Ishgard though check the churning mists as that tends to get a lot of quests. Sometimes one quest chain in a different zone will make a new one pop up in a different zone.

While waiting in queue, hunting available quests is a good method for kill time and extra exp. Prioritize higher unlocked area.
