They could also give all healers minimal shields and regens, then work on individual tweaks for job identity though.
It's all about how you shield and heal, different journeys to the same destination.

DPS jobs are just as simple in the end, you push buttons and the enemy HP bar goes down, that's all they do, all of them. But we get nine variations of it because different people find different methods of achieving that ultimately rather simple goal fun.
