    Steam users get their full Shadowbringers (standard, or collector's edition) code immediately on pre-purchase.
    However, this code cannot be redeemed on the Mog Station until the launch of the game. (It'll always be in your "CD Key" menu to reference in the future!)

    By any chance, can HW and SB be released earlier than that if I only have ARR and pre-ordered Shadowbringers?

    And according to the community rep post below, you can't register for Shadowbringers until the game is launched.
