The West Shroud is not actually destroyed, it's just never been made accessible in ARR (an early Gridanian ARR quest mentions about a Wood Wailer unit that had recently returned from patrol in the West Shroud, meaning it's at least intact). Presumedly it's closed off to outsiders to allow the forest to recover more, or something. The chunk of Dalamud you're referring to is actually in the North Shroud (it's where the Second Coil of Bahamut is located). Either way, that quest at least proves it's still intact.

You can see it in the distance in North Shroud. The entire area has been turned into a mountainous mass of corrupted crystal, and while it's partially accessible as per that quest and the Feast map, it's probably safe to assume that most of it beyond the border isn't.
