It really doesn't unless you lump all DPS together, which the game itself does not do. Likewise Healers and Tanks get chances at cracked clusters and the money that comes from being the more common roles needed to fill duty roulette rosters, and unlike DPS they don't have to worry about not being able to equip something for their roll. If a tank piece or healer piece drops, any tank or healer respectively can equip it. If a dragoon piece drops while you're on bard, well good luck first winning the Greed roll and even if you did win it you'd need to level dragoon to even equip it.
