It counts as hardcore dedication, that's the point. And the reason why the relic being for people "who don't raid" doesn't mean it was a weapon "for casuals".

You can call them grinders or whatever you want but in general the vast majority of the playerbase is considered casual and I can assure you most of them aren't only people who play 2 hours a week like you seem to suggest as the only definition for a casual player besides not doing harder content.

And the vast majority of the playerbase still don't have any relic weapon past or present.
