I don't think "motherly" is the intent with that appearance! But definitely crystal-y and aetherial. It's a clear indication that her nature has changed and she's become something not-quite-human even though she retains that form.
It also allows for some kind of future event where everything's resolved and she is (by any number of mechanisms) released from Hydaelyn's direct service - in which case you'd instantly understand that had happened because her eyes have changed again.

She was boring in 2.0 and they attempted to make her more active in HW but that's about it. I really don't get where people are getting all these Mary Sue type suppositions or understand the seething hatred especially considering the main character is the true Chosen Hero forever and ever which I would expect more complaints about. Every character is a plot device if you boil them down to their purest form anyway but people don't see that when it comes to their personal favorites.
That is kind of the reason why hardly anyone complains about the WoL being the biggest Mary Sue in this game. As our character, we expect them to be the very best at everything and as the Chosen one we are expect to be that one person who can resolve anything and never cause a catastriohe so bad people will hate Wol. We don't need a voice, only to act and solve all the world's issues through our might alone.
If our character is weaken then the plot some how place the reason being caused by someone else being "not prepared" or take our place in sacrificing their life for our own mistakes. WoL is not allowed to be seen as weak nor helpless because if that is known to the public then their "Hero/Heroine" will no longer be that ideal being they all picture the WoL to be. The being that can resolve the impossible no matter how impossible things appear.
That in it self is also a burden WoL must carry because everyone that knows WoL or heard tales of WoL see him or her as the impossible that beats the impossible and due to this WoL is often thrown into the impossible and some how manage to get out unharmed. Forget politics and sitting down on the table to talk things out, WoL just need to be sent in and beat the living crap out of everyone who are considered Evil and the story ends with one big happy ending.

I wish she had stayed gone. She annoyed me to be honest.
For awhile there, I had started nicknaming her "Princess Peach".

I think she's basically in a trance and will be for awhile.
In time, with much help, she may return to us stronger and more capable. For now however, she will need protection, something showcased on the box art. A dark Knight protecting a child is at this point, a staple of the job in the series.
