    A Ceruleum distillary and extraction site would probably fit? Coupled with a magitek and cloning R&D factory and storage maybe? Not sure if these could be made an entire zone, but at least a region of a zone, I think.

    The library would be this place containing all this forbidden and primordial knowledge. The Tower could be a dgn where you fight the big ass robots.
