Honestly, with Garlemald having so much High-tech Sci-fi technology in their society I will not be surprised if we see some Cars and maybe smartphones in Garlemald or at least in side Garlean Empire's capital city. Heck we already learned linkpearls are basically hand-free cellphones with the technology used being basically everything cellphone related but Eorzeans assume it is magic because they don't understand the engineering description about how the micro-chip used for it works.
They are currently the most advance civilization right now and have already mastered holographic technology, Trains, actual modern roads, flying battleships with no windows (remember Windows are structual weaknesses), and even full Battle-Mechs.

The problem is aesthetics. XIV has Allagan and Garlean technology, and it all looks a certain way. If they made it look like Garlean tech, there wouldn't be a problem in my eyes, but it doesn't look like any of the Garlean machinery we have seen. It looks like an Audi R8 that rolled off the factory floor in Neckarsulm, Germany.
For example.. would it make sense to see Space Marine Power Armour and Bolters and chainswords being worn by the Garleans? They have tech to make armoured suits already.. so what's the the problem? The problem would be aesthetics. It wouldn't look like it's something the Garleans would make, it would look like it's ripped out of another world and they would stand out like a sore thumb every time you saw them because their look doesn't fit what the world presents as it's look.

The issue with the comparison is more towards the Aesthetics of their Military designed content rather than Civilian contents.
When it comes to Aesthetics between Military gear and public civilian use gears the aethetics tend to change for different reasons.
We have yet to see into what type of aethetics garlean civilians are into yet since we have no access into Garlean Society until 5.0.
For all we know garlean civilians may be more into aethetics similar to our Real World with Smartphones, mangas/comics, anime shows on Holographic television and internet, and etc. Heck i will not be surprised if we run into a Manga writer in garlean society once we get there.

I mean, if we're just going to make up the lore to fit what want it to be in the future.. For all we know Garlean civilians walk around in moogle outfits and Chocobo heads. Well that would be a interesting to see since if there is Manga and anime shows in Garlean Empire, i hope to see this stuff in Garlean Empire version of Comic Con or akihabara
that's exactly how lore works.
i don't assume all Garlean civilians walk around like stormtroopers.
it's not like we don't already have suits and tuxedos and jeans and wedding dresses.
