Requirements for unlocking squadron missions?

I have 3 lvl 50 squadron members, and yet the highest mission I can do I still only lvl 35.

Do I have to do every mission to unlock additional ones, or are there other requirements in place?

I'm certain there was a mission that unlocks the higher tier of missions. Its been awhile since I made it beyond that point, but ya I do believe there was a mission you must send them that unlocks it. (It should be labeled differently.)

I had the lvl 20 flagged mission to unlock routine mission, and the wiki is saying that the next one should be available at lvl 40, but apparently not for me.
