Until otherwise stated, I blame the Garleans.

It looks like they might've decided to raze another settlement, since it was noted that "Zenos"/Elidibus was using his control over the imperial armies to aggressively put down any rebellion in imperial provinces prior to the decision to mount a retaliatory strike against Ala Mhigo.
