I think people are rushing to conclusions. Why not wait until the FanFest in Japan first?

Even if they add male Viera to the game, I'm pretty sure someone will still complain about them not looking how people imagined it.

From a lore standpoint, male Vieras are supposed to be hunters and forest watchers, so I imagine they will be something pretty similar to male Miqo'te.

I think having a race like the lupis or pantera would be nice just for how much it stands apart from the other races. Variety is always good. Hopefully Hrothgar is something along those lines. But again, why make it male only? I don't see anything wrong with how the females look there.

Because they only have resources allocated for two skeletons and equipment reworks, so the options are two genders of the same race, or two races with one gender each.

No, they don't. They have excesses of resources. This is a company that rakes in hordes of money through various means and if they aren't competent enough to make what I want then there is no reason for me to continue fueling them.

The question is how those resources are allocated, and it's been common knowledge for a while that most of what XIV makes doesn't go back into its own development, sadly. They kind of bank on people playing XIV no matter how bad or sluggish it and its servers are, and so far they're not wrong.

It's a matter of resources allocated. They budget resources for each area of development when they plan a new development cycle. It makes sense that they wouldn't allocate more to the new race(s) this time than they did when they added Au Ra. New races are purely cosmetic, and require a hideous amount of work because you have to redo literally every piece of armor in the game in order to fit on the new models. It's a perfectly reasonable thing to only allocate resources for one new male and female option each.

You now have a choice between making them of the same race, to satisfy the people who get really mad over there not being an identity between gender options in everything, or who were really into male viera. Or, you can get a little more ambitious and risky and make one of the genders a completely different race, adding even more variety into the game. Both options are perfectly reasonable.

Well it looks like they saved resources by not making another open world traveling feature like swimming or flying, and were so far ahead in developing new jobs that Blue Mage was released early. They've had more than enough time to make not only a full Viera race but also a full race of whatever Hrothgar turns out to be. I'd rather sacrifice that beast race than allow them to get away with gender locking one of the most requested races seen 2.0 though. If you want to be a beast so much we literally already have male Miqote and Hellsguard Roegadyn which both can easily look like any animal you want. As for Viera we have no way of replicating neither their unique ears nor their feet, which tbh would be more "diverse" than adding another cat to the game.
