I noticed that too. Their cheek is definitely something strange, though their neck looks like it could be just a decorative collar. They are the same colour though, so it might be the same thing.
My first impression was that this is an Au Ra, with a custom scale pattern. However, there's no horns poking out the side of the hood, so I was slightly confused.
