I am just getting into 1 character for all jobs, so I want to delete but I would rather pass useful items to alts. I knew you couldn't when it first launched, is that still the same.

Bound stuff is bound, but for transferable things, you can make yourself a personal FC, have your alts join, and then share things through the company chest.
Error 3102 Club, Order of the 52nd Hour
The easiest way, as long as them is not market prohibited, is to just post the item on the market board at a price well above the going rate, then switch to your alt and buy the item. You don't lose the Gil since it'll just show up back on your main's retainer. You'll just have to eat the tax fees is all, so keep that in mind while setting your price.
Expanding a little on Fuzzy Navel's marketboard suggestion, you'd actually start by having the alt(s) you're getting rid of sell all their worthwhile items to the character you're keeping. (This part can be done at around the going rate for those items, or maybe even a little below if you're quick about switching characters to buy them right after they're posted. Keeping the prices a bit on the low side reduces what you lose to marketboard tax, but if someone else buys your stuff before your own other character can, it also reduces the gil you get instead.)
That step transfers items, but leaves your gil on the wrong characters. So then, to get that gil back, make a note of how much gil your alts have once they've picked up the proceeds of those sales, and have the character you're keeping post a single cheap item (like an animal skin or something) for that amount. The character(s) you're getting rid of can buy it to transfer their gil back to your new main before you delete them. This part is going to cost you 5% of your gil in market board tax, but at least you can preserve the other 95%.
p.s. That second step of selling a cheap item for a high price can look a bit like there's RMT going on (since they also sometimes use that strategy), but if it does raise a red flag for SE to look into, they should be able to see that you're only transferring to your own alt, and recognize that it's a different pattern than they see from gilsellers. So long as nothing else you do looks suspicious, there shouldn't be any repercussions, but just to be on the safe side, I don't recommend doing this frequently.
Do yourself a favor and use two service accounts for 2 characters.

As said above, you have a number of options so far:
- the item exchange using a FC chest (A place in chest, B takes from chest);
- using the market board (B sell worthless item at high price to get the Gil, A buy the item, A sells overpriced Items, B buy items);
- have the other character on a different account and both logged in (A -> B);
- a trusted third party for make exchanges (A -> C, C -> B);
Forgot to say: all bound "not tradeable" items are lost. No way to transfer them
Note: while playing the game you get one Fantasia (lv 50 "The Ultimate Weapon" quest): you may want reach that point and fantasia your character, instead of delete and redo everything. But name change is a paid service. Just add this to your options.
