Universal level sync across the entire game was the best thing that ever happened to Elder Scrolls Online. They took the extreme solution: everything in the entire game was scaled to max level and 'gear ready to enter raiding'. And all player characters are always scaled the same as well - though NOT in skill unlocks. You only go above this when you enter their version of 'expert dungeons, extreme trials, and raids', and there is no going below it.

As a result the entire game came alive - no dead zones anywhere - and players started running the game's quests in any order desired.
