Wouldn't you be worried that people start weaving potions in like Dark Arts? I'm not countering the idea that perhaps potions should be a bit more impactful in some way at least but I guess I'm just a little worried about going too hard the other direction.
Did FFXI have a cd on there potion usage. I know on single player final fantasy games they had no cd to them. I don't see problem with them having none when they don't heal for that much.
Some of them added a medicated effect to you preventing you from doing medicine related items again for a while (15mins I think).
If it was like a potion that only healed 150 hp total no matter what then I could see no cooldown being no issue but I'm worried that if you get a decent potion with no cooldown then SE will have to design content (at least content meant to be challenging) around this significant potion chugging. Enter all the estus chugging memes :3

From my experiences atleast in FF games even in the single player ones potions were something that almost never saw use after the early game. As for potions here I would atleast request the stat boosting potions to have a more meaningful duration
After early game you use Mega Elixirs.
The whole point of an instant healing item is to save your own life.
If they don't restore enough hp from low health to survive even one more thing, then they might as well heal no hp and just be removed.
If they really don't want people relying on them so much just make their cooldown really long, like five minutes or something.
If they're being hit by more avoidable stuff than that then they're probably tanking the floor most of the fight anyway.

Plus some of the stuff like Gold Needles can't even cure what they are supposed to cure. High end duties that give petrification can't be cured with it.

I feel like part of this was caused by item usage in FFXI. In FFXI consumable item usage overall was considerably higher and if you wanted a mostly consistent crafting income you chose cooking or alchemy as food and a number of crafted alchemy consumables were always in demand and being used. You were pretty much guaranteed to sell silent oil, prism powder, sushi, kabobs, pies, and cookies as long as you didn't stupidly overprice them.Don't rely on potions. Rely on your healer instead.
