Performance actions not being seen by some users

When opening up performance, some users will see my Bard pull out their instrument while others will not. When playing music, those who can see the Bard playing will hear them perform. Others will see the bard standing still not doing anything. Music will not be played on their client. Sometimes zoning out of an area and returning will fix the issue for some users but it has the potential to cause the issue for others.

Other bards have told me they have experienced this issue as well.

Steps:
1. Bard opens up performance using any instrument
2. If the instrument does not show up for others, I will have that bard go to another zone and zone back in.
3. Use performance again to see if problem is resolved.
4. Users seeing the problem can also zone out and back in to try and fix it on their side.
