ARR Primals should drop totems. 50 trade for mount or Whalaqee totem for their spell

Ifrit/Garuda/Titan/Ramuh/Shiva = every kill on EX gives players 1 totem like with HW and SB primals. 50 can be traded for mount or can be traded for a Whalaqee totem to learn their spell. This lets players who are helping Blue Mages at least work towards getting the spell too.

Maybe not so cool with that last bit. You shouldn't be able to get BLU primal spells all set to go without even having the job unlocked. Could make a BLU quest that gives tokens similar to the weekly Rowena Token quest, lock it behind the lv 50 job quest.

Maybe new totems will be specifically for BLU but wont drop unless you're a level 50 BLU. Then once you have BLU50, they will drop on any job you go as?

The best way to accomplish that would be a quest, otherwise they'd need some kind of new coding. If it was a quest locked to BLU to get, but not to any job to complete on, like the Rowena tokens, you'd keep it to people who have BLU while allowing people swapping to help. And you could even make it so the tokens give their choice from a list, maybe limited weekly, to help people get whichever one they're having the most problems with, while not allowing people to just spam for them all at once.
