I believe that's a recolored chest piece for casters that drops from Odin Trial. I forgot the name but I'm pretty sure it looks like that. Maybe someone can give out specifics.

Looks like a recolored Ramie Robe (healer/caster). Thankfully they're dyeable, so have fun

For OP Ramie is probably easier to quickly obtain, click image to go to the wiki. But the Felder can be used on any magic job (isn't dye able though), which might be nice if you use healers and casters (there is a Ramie robe of healing for healers as Skivvy notes if you want to buy both caster/healer).

For the sake of being pedantic, before it was either of those it was the Robe of the Divine Harvest/Robe of Divine Death. Neither one is dyeable so it's not a better option.
