FFXI has plenty of examples of this. Obviously this is more difficult to accomplish though, so the majority of quests should simply strive to be challenging even if that limits their "accessibility".
    Side quest are designed to be solo
    Company quests are supposed to be done with a party, ie killing Ifrit, moogle and the prequest stuff.

    Comapnies are still fairly new we have to give them time to populate the game with quests.

    The best quest system I've seen where you pickup a weapon in the forest that you just saw shining from far and starts talking about how mythical it is and then asks you to go find it's owner in the end of a dungoen so they both rest in piece.

    I actually think they're quite well done and the story is rather interesting. I actually love the Dalamud event, they've made it fun with all the little hidden events too. There's a lot more to the whole 7th Umbral story arc than just what's in those GC quests, discussed or hinted at in other quests or even some of the seasonal events. Guess something's terribly terribly wrong with me though.

    There's plenty of things to do other than just kill certain amount of monsters.
    And even when doing so, they could make us do it with a certain weapon or a certain spell.

    We could be solving crimes, asking NPCs for statements and then testifying having to choose the right answers.
    We could enter in funny coreographed street fights in which triggering the right emotes in the right order would win the match.
    We could be having to reach certain place on our chocobos before an NPC does.

    There's plenty of things we could do, which aren't big budget things. Just sticking to the game's basics.
