Yes, but only beyond a threshold of many consecutive jumps. The safe number of jumps are within that 100 anima allowance. The time you have to rest is the time required to regenerate anima. My point is that there's no lore reason to place status debuffs on characters that are low on anima, only on those that fall below zero, which is impossible in-game.
I feel you're going about this the wrong way though. You're trying to reduce dependence on anima while offering no alternative. You can say you've suggested other ways, but there are none in this thread. Anyone reading this would just see you trying to make their lives harder in a game they're trying to enjoy. It's fine if you want to phase anima out. To do this though, you absolutely have to present ways of replacing it that don't result in greatly increased inconvenience for players. You have to make it redundant.
Also, I made a few edits to my first post that you might have missed. To sum up what I said, it's about balancing punishment. Shutting down the game whenever you die is a time cost, but not a reasonable one. Removing an entire travel option, similarly, is not reasonable. At most, you should sit out for weakness and spend time running back to where you were. You were sent back to start, but your 6 sided die wasn't replaced with a coin.
