Cannot patch the game ffxiv boot error [11003] [20402] [19900] [2]

So after alot of other technical issues with the game that seem to have stemmed from the last windows update, cannot restore to a previous version sadly, i had to reinstall my ffxiv in attempt to fix the problems, i have tried many things previously alongside recommendations from a member of the support team. Now i have two massive problems.

    Issue #1

Now i've reinstalled the game it will not patch. i have looked around for other similar problems and have tried the following with no success:

    - Under the "General" tab, please delete ALL browser history.
    - Under the "Security" tab, please move the slider to the lowest possible settings or no higher than "Medium"
    - Under the "Privacy" tab, please move the slider to the lowest possible settings or to "Allow All Cookies"
    - Under the "Advanced" tab, please make sure that "Allow software to run or install even if signature is invalid" is CHECKED.
    - Make sure that all SSL and TLS (EXCEPT SSL 3.0) are CHECKED. [SSL 3.0 should be UNCHECKED]
    - Hit "Apply" to save the settings, and then "OK, to close the Internet Options menu.
    - Right-Click on the FFXIV launcher icon and select "Properties"
    - Go to the "Compatibility" tab, and change the compatibility mode to "Windows 7"
    - Hit "Apply", then "OK" to save the changes.
    - Please RESTART your PC now. Once your PC has been restarted, Right-Click the FFXIV launcher icon once more and select "Run as Administrator"

None of the above has worked.

Sadly even when i fix this launcher issue, i am still not sure if my original issue will be resolved.

    --------------------------------------------------------------------------------------------------

    Issue #2

So my original issue is that i cannot make any changes to ffxiv, any settings, gear sets, actionbars etc will not save when i make changes. it will be completely fine until i logout and log in again where the changes will have been reverted to how they were before. if i make a new gearset it will be deleted upon logging back in, the only reason i noticed really was because of blue mage. everytime i login i have to spend 10 mins sorting out the actionbar and gearset. its not a massive problem yet but as i get more gear and if i dont solve the issue when 5.0 rolls around then it will be a massive problem.

to try and address this issue, i have been advised to do the following:

    - Right click on the executable file for each program (e.g 'Steam.exe' and 'ffxiv.exe')
    - Select Properties
    - Go to the Compatibility tab
    - Enable 'Run this program as an administrator'
    - Make sure the 'Read Only' option is unticked
    - Click on Apply then OK.

"Since you have backed up your action bar and loadout, we would advise you move the game's folder to your desktop and then try running the game from there. Please let us know how you get on."

This was what i was advised to do by a member of the support team to no success. I cannot do anything further to fix this issue though until the primary issue has been resolved.

TL: DR is my FXIV is completely F**ked

Good afternoon and thank you for posting on the Final Fantasy XIV Technical Support Forums.

For Issue #2, it sounds like the folder containing your locally-saved data isn't saving properly. We can get to that once we deal with the other problem though. I'd like to get some more information about issue #1:

When did this first start happening? What kind of connection do you use, wired or wireless? When you get the error, is it immediate or does it attempt to download the patch and then fail?

Also, what have you tried so far in order to relieve the issue? I don't want to give a list of suggestion if you have tried them already.

We hope we can be of assistance in helping you enjoy the exciting world of Final Fantasy XIV!

it first started happening yesterday and im using wired connection. the error is immediately after opening the launcher. the usual box opens up to download the patches but the error message appears with it.

i have tried the following so far:

open internet explorer go into tool > internet options

Good morning and thank you for the reply.

For issue #1, other than what was listed, have you tried anything else to trouble shoot? What kind of connection do you have?

    Hope to see you online!

Thank you for the reply Jacuzii.

There are a few things we'd like to suggest that may help with the first issue.

-Make sure that your anti-virus/firewall is not interfering with the launcher or the install folder. Try making an exception for the the install folder (and the locally saved data folder) in your anti-virus).

-Check the following Port Ranges on your router/modem to ensure that the following Port Ranges have been opened:
    ▼TCP
    54992 through 54994,
    55006 through 55007,
    55021 through 55040
Your ISP can open these ports for you.

We hope we can be of assistance in helping you enjoy the exciting world of Final Fantasy XIV!
