I've tried a lot of what I've seen online, read only files etc etc. But nothing seems to make my hotbars stay. There are a few tweaks I try to make but nothing sticks. Any help would be amazing, thank you.

When did this first start happening? What platform are you playing on?
Is anything else reset when you login, or is it just the hotbars?
Can you list the things you've already tried?

This started at the most recent patch. I play on PC. I've tried clearing out the character data, reinstalling entirely, changing the files that were read only to normal, turning off my antivirus and firewall. Nothing has helped.
It effects game settings such as music levels, hotbars, and graphical settings.

It sounds like the folder that stores your local data isn't saving properly. Have you tried deleting the locally saved data folder (My Documents > My Games > Final Fantasy XIV)? When you start the game again, it should recreate this folder. Make sure to create a backup of this so you can replace it if it doesn't solve the issue.
