I have been plagued with this issue since the beginning of Stormblood. Back then I thought that it was due to my CPU maybe dying (Intel I7 4790k, 4.0 GHz, I was also running a GTX 980 Ti), this was not the case. However I have recently come back to FFXIV and I have noticed that this stutter happens after the game is open for a bit or right on startup sometimes. Since SB release I have upgraded my specs and am now running:
CPU: AMD Ryzen 7 2700x, 8 Core, 4.00GHz
GPU: EVGA GeForce GTX 1070 Ti, 8GB GDDR5
Mobo: ASUS Prime x470-Pro
RAM: Corsair Vengeance LPX 16GB 2 x 8GB DDR4-3,000MHz Dual Channel
SSD: Samsung 840 EVO Series 500GB Sata III 6Gb/s

I have disabled any hardware accelerations and overlays from other applications. I have also set my frame cap to 60, 120, unlimited. The issue however still persists. I have also turned off and on in all combinations everything having to do with the creator's patch for W10. The issue also persists regardless of if I am running the game in Windowed, Full-screen Windowed or Full Screen modes. I have also attempted to run the game at the stock medium, high and max settings for Desktop and Laptop. I have also reinstalled visual drivers cleanly through the use of DDU. I have also used different monitors with FreeSync, G-Sync. At 60Hz, 120Hz and 144Hz.

Nothing I have tried has ever fixed this issue, the game either starts with it and then gets it later on, or just flat out has the issue off the bat.
