Sounds exactly like Blizzara except it eats all your MP because they don't want White Mages to be debuffers; it's just an 'oh shit' move. Could it have a cool animation? Sure, but don't expect it to be highly damaging or frequently used. Chances are, it probably doesn't even have a cool animation because as an 'oh shit' move it needs to be short so you can keep running away.

For reference:
THM Mag. 4 - Blizzara - Deals ice damage to all enemies within range. Chance to inflict Bind.
