Quistis Card game/RNG drops, Strago/Quina/Kimahri all needed specific monsters within RNG encounters so yes Blue always has had RNG with it not always tied directly to learning the ability but sometimes encountering said monster so with ffxiv being an mmo only rng they can choose is actually learning it as monsters are stationary


having the same problem with glower. Like 12 kills in now
you'd think a quest required one would be a little less harsh than like primals
You can self destruct after killing the Sentry and not learning it.
Savage Completion Rate ~5%+ of active players. Community: "Ugh stop catering to savage"
Ultimate Completion Rate ~1% of active players. Community: "Ugh stop catering to the hardcore raiders"
Frontline/ Rival Wings/ Hidden Gorge Mount Aquisition ~0.05-1% of active players. Community: "Ugh PVP is so dead in this game, they should stop investing in it"
Blue Mage Morbol Mount Aquisition ~0.01% of active players. Community: "WoW bLuE mAgE iS sO fUn AnD aCtIvE i CaN't WaIt FoR mOrE lImItEd JoBs"




Keep in mind that the main reason behind giving certain spells a low chance of being learned is to slow down progression. There isn't much for Blue Mage to do after collecting all of its spells. If Blue Mage had access to more content, the process of learning spells wouldn't have to be so slow.
