Someone explain to me the reason Heavensward crafting, Archaeornis leather for example, recommends 468 craftsmanship (and darn near requires it to HQ an item) when the best you can do without needlessly grinding through hours of old content to get equipment that you would have over leveled by the time you get it is 414?

Currently in level 50 greens (Artisan gear, Ilevel 70 which is better than the Ilevel 65 level 51 HQ crafted gear and no the jewelry isn't pentamelded because it's a massive waste and utterly useless to pentameld that gear for one level) the best I can do is around 414 unmelded. So why is it that Archaeornis leather recommends 468? It makes no sense that with HQ crafted level 51 gear the most craftsmanship you will have (Chest is 105, Mainhand, level 52 btw, is 170, off hand is 139 not counting materia) is 414 and the items you need to craft recommends 468.

I understand this is because when HW came out they had to make it challenging for people with Ilevel 6,000,000,000. However, since HW isn't the "latest and greatest" content why didn't they streamline the jump between level 50 and HW? Why is it that for new players to HQ a leve item they have to either A.) grind through countless hours of old content to get the gear required only to be 4 levels over that gear when you get it because the level 51 HQ crafted gear isn't up to snuff to actually make level 51 crafts or B.) have a gracious friend who's already dealt with SE's incompetence and will craft the items for you?

The more I remember what I had to go through when I was leveling up when HW was "new" by hearing friends who I invite to play the game complain about it now the more I'm reminded of the original ff14 debacle.
