To buy the game itself for PS4, it's generally either purchased through the Playstation Network (which only works by being logged into the PSN account that it's for) or the boxed version is bought from a retailer. The later is the best way to give it as a gift. The PS4 boxed version will have a code inside that your friend can enter into the PlayStation Store.
