Help! Performance problems.

Okay so here is what I got:

DELL XPS 8300

Windows 7 (64 bit)

CPU: Intell i5 2320 @ 3 GHz

AMD Radeon HD 6450 (1 GB VRAM)

1 TB HDD

6GB RAM

DX11



Kay, so I'm not sure how good that really is, I know it's not godly but I've not had much issue playing other things with it. The issues I really have here are a slight jitter when moving, not too noticable most of the time, but what I really have a problem with is the time it takes to load up character models, both PC and NPC as well as my own when changing gear or teleporting, somtimes I will even encounter a slight freeze which freaks me out. This computer is brand new, not but a couple months old, it was an x-mass gift. Wondering what to do cause I would like to keep playing this game, is there anything I could possibly do or any specific settings I should set, cause I already play at pretty standard graphics with the res at about 1600x900.

Do you have DOF and AO on? if you do turn it up and make sure things are @ standard

I could be completely wrong, but the issues you mention sounds like normal stuff that happens to everyone. Hopefully it'll be improved in 2.0.

I think it due to his video card lol seeing it on Newegg some don't even have a fan lol it's pretty much a 30-40$ video card.

Well, didn't hear about others having the same issue, but my GPU does have a fan and I been trying to work with CCC in hopes of finding a way to keep things stable. Other than all that, things seem fine, a rare crash here and there, and the Opening CSs seem to be a bit laggy, especially for Gridania. The only graphics option I left checked was the hardware mouse and everything else is at standard. I also switched FPS cap to 30 because I heard it helps a bit.

take off shadow and everything else and see if that help and then turn on one at a time and test which one does lag you but sadly i think with low end card you can't have any of them on.

That's HDD lag. FFXIV is not caching enough data and a HDD isn't fast enough on small files (which FFXIV has a ton of) to load them. It does get kinda better after changing to a SSD, but the price is too high and it doesn't remedy the NPC loading issue completely since it's partly server lag, too.
