It's possible that first timers get queue priority which might be why you get almost insta queue the first time you do anything usually. If you don't have first timer you might have to wait for everyone to beat it (the ones with the first timer flag) once before queue times normalize. Have experienced first couple days forever queue after clearing it on healer, too.

I had a 30 minute queue the first time I did it. Went in as a party of 3 newbies, all DPS with 30+ on the clock. Re-queued with one as healer and it was 29 minutes.

Right, but it doesn't matter since there are a lot of people with bonus, right now too. I'm saying if you don't have it it's possible people are skipping ahead due to a priority system which makes the queue times worse for already cleared people. I'm not stating it as fact, just something I've noticed every time there was a 24 man in the first couple of days. Last time, my gf and I queued as 2 healers with first timer. Got in within 5 minutes. After we got out, we tried again as 2 healers but gave up because it was taking 30+ min.

Sometimes people get pulled into in progress as well as solo queuers which means less people to fill, small parties can't do in progress.

Queued yesterday with 3 people, 2 DPS + 1 healer, only one new person and popped in less than 2 minutes. Patch day, 3 DPS + 1 healer + 1 tank, all new and only popped after 15 mins.
