You may want to try a clean boot. Simply open the task manager and select the 'Start up' tab. Disable everything here and restart the PC. This will make sure that no background processes are interfering with the game.try not to open any unnecessary programs and avoid having any overlays active when starting up the game.

Also try changing the compatibility to Windows 7. Right-click on the ffxivboot.exe file and select ‘Properties.’ Then select the ‘Compatibility’ tab and choose Windows 7.

If that does not work, you may want to reinstall the game. When you do that, make sure to delete the locally saved data as well (My Documents > My Games > Final Fantasy XIV). Make sure to create a backup of this so you can replace it if it doesn't solve the issue.
