So, Ramza and Alma's hairstyle is available for 50k MGP after you beat the last chapter of the Ivalice raid story. Wonderful! The price is accessible and such.

but...

It's gender locked! What reason?!

Alma's hairstyle would look great on guys too, as it resembles a bit a baroque hairstyle with the bow, and I'm sure female characters would also look great with Ramza's ponytail.

What are the chances of the hairstyles not being gender-locked by request?

It doesn't make sense, there's no consistency in that when a lot of "feminine" hairstyles are wearable by men and vice versa, being NPC styles or brand new ones.

Exactly. Actually there are just a few cases of gender-locked styles that were added outside of the default ones.

What bugs me with Aymeric's is that his armor IS gender locked so a female character has to buy his armor that can't be used on that character, just to get the hair. The hair should be sold separately.

Honestly I'm thankful for gender locked hairstyles returning. Maybe males will get something interesting instead of getting feminine braided styles in the future. Last good hairstyle males got was the most recent pvp one.

Correct me if I'm wrong, but this is a case of "use the item, get the hairstyle for your gender", i.e. if you buy it as a guy it's Ramza's, but if you fantasia to a girl it's Alma's?

While I agree that both should be available for both genders, they'd have to make a whole separate item in order to do that, which I don't see them doing. This is one item that probably won't become unlocked, no matter how many JP players ask.
